If you're inside of their Security Role on the Core Records tab, the role needs to have User level specified on the Saved View's "Assign" and "Share" privileges. That is the highest possible level - not sure why that would have been restricted in the first place, but that is what they need. And just a note - this relates to PERSONAL views, not system views - you would need to modify the Customization tab to allow them that kind of privileges (I would not recommend this).

If their role has that level of privileges already, you may want to make sure they're assigning and sharing in the right place - it may be a user navigation issue.

What permissions are necessary for users to share or assign views? I have users who cannot do this. I don't see the obvious place to assign that role.
